The reporter of economic information daily learned from the 2019 China Chemical Industry Park and Industrial Development Forum held on May 23 that more than 80% of hazardous chemical production enterprises will complete the relocation and transformation by the end of 2020, and the chemical industry park is the main carrier. This year, the special working group composed of Ministry of industry and information technology and other ministries and commissions will promote the evaluation and certification of Chemical Industry Park as an important work, strictly formulate the construction and access standards of chemical industry park, and require the improvement of infrastructure. Under this situation, some chemical enterprises will face production reduction or closure, and some chemical enterprises will migrate from the southeast coast to the Midwest and northeast, resulting in changes in the overall industrial structure and reshuffle of the industrial chain.

According to the data of China Petroleum and Chemical Industry Federation, by the end of 2018, there were 676 industrial parks with petroleum and chemical industry as the leading industry, including 57 national chemical parks, 351 provincial chemical parks and 268 municipal chemical parks. From the distribution of output value, there are 33 large-scale chemical parks with an output value of 50-100 billion, 224 medium-sized parks with an output value of 10-50 billion, and 405 small-scale parks with an output value of less than 10 billion.

"The chemical industry park has entered a new stage of high-quality development." Li Shousheng, President of China Petroleum and Chemical Industry Federation, pointed out that while affirming the achievements of chemical industry parks, we should also fully understand the severe challenges facing the development of China's chemical industry parks, the uncertainties of international environment, safety and environmental protection, the constraints of innovation ability, and the prominent contradictions in the high-quality development of China's chemical industry parks, namely, the lack of prominent industrial characteristics and irregular management However, there are still some problems, such as the lack of standardization, the insignificant agglomeration effect, and the need to strengthen social responsibility.

As early as the end of August 2017, the general office of the State Council issued the guidance on promoting the relocation and transformation of hazardous chemical production enterprises in urban densely populated areas, proposing that by 2025, the existing hazardous chemical production enterprises in urban densely populated areas that do not meet the requirements of safety and health protection distance should be upgraded to meet the standards, relocated into the standardized chemical industry park or shut down. Among them, small and medium-sized enterprises and large enterprises with major risks will all start the relocation and transformation by the end of 2018 and complete it by the end of 2020; other large enterprises and super large enterprises will all start the relocation and transformation by the end of 2020 and complete it by the end of 2025.

"After our thorough investigation, more than 80% of them are moved out before the end of 2020." Han Jingyou, a researcher from the Petrochemical Department of the raw materials industry department of the Ministry of industry and information technology, said that up to now, except for Beijing, Shanghai, Ningxia, Hainan and other four provinces, the other 21 provinces and Xinjiang production and Construction Corps have successively established corresponding working mechanisms, completed the implementation plan for relocation and transformation, and determined the list of relocation and transformation enterprises and the ways of relocation and transformation. The vast majority of enterprises have started the relocation and transformation, and about 20% of them have completed the relocation and transformation by the end of 2018.

He said that the chemical industry park is an important carrier to undertake the relocation and transformation of enterprises, and the relocation and construction of the park will affect the growth and development of the relocation and transformation enterprises. When enterprises are required to move into the park, they should first tell the park where they can move. This year, the special working group for the relocation and transformation of hazardous chemical production enterprises will promote the evaluation and certification of the park as an important work. At the same time, it is necessary to improve the infrastructure, leave enough protection distance for enterprises in and around the park, and speed up the improvement of water supply, power supply, gas supply and other necessary public utilities in combination with the development of the park, and build the sewage treatment plant, hazardous chemicals and waste treatment facilities as soon as possible.

It is worth noting that now SMEs generally face the situation that they can not find a park to undertake. Han Jingyou hopes that the relevant departments of the provincial people's government can set up some professional parks in combination with the development of relevant industries in the region, or set up small and medium-sized enterprise development areas in large chemical industry parks. The park with conditions should not set requirements on investment intensity and scale. The enterprises with leading edge in the market segment should also give certain support and allow them to settle down.
