"The vast majority of fine chemical enterprises are small and medium-sized chemical enterprises with small output value and low profits and taxes. Local governments often do not pay attention to these small and medium-sized chemical enterprises, which are involved in pollution emissions. Some government officials regard these enterprises as" negative energy "of economic development, and give them" medicine "when they are sick or not. In order to promote the scientific management and sustainable development of high-tech fine chemical industry, representative Cui Genliang put forward the following suggestions in the above "suggestions":

1、 The state should attach importance to the development of high-tech fine chemical industry and increase support.

It is suggested that from the perspective of national strategy, we should further strengthen the industrial planning for the fine chemical industry, increase the strategic support for the fine chemical industry, and promote the fine chemical industry to embark on the road of high-quality sustainable development from the aspects of technology research and development, equipment upgrading and environmental protection support.

2、 It is to establish the concept of paying equal attention to rectification and development, and correct the simple practice of taking shutdown as the goal.

Environmental governance is a systematic project and a long-term plan. It is a problem in China's development, and it must be solved through development. It will not happen overnight. We should set aside the necessary policy adjustment period for the relevant enterprises. We should not only deal with the surface, but also deal with the root cause. We should systematically and step by step to ensure the coordination and unity of environmental supervision and economic development. In the past few decades, China has always paid more attention to development than to governance. Environmental problems have been delayed for decades. Small and medium-sized chemical enterprises do not understand the environmental protection rectification requirements and emission standards of various fine chemicals, so they have to shut down when there is a problem, and there is no chance for rectification. In fact, they are willing to cooperate with the environmental protection department of the government to rectify, and they also want to rectify in their heart, but they lack the guidance and guidance of the environmental protection department, and they know little about how the rectification can meet the standard. The environmental protection department should further clarify the emission standards of all kinds of small and medium-sized chemical enterprises, manage and guide them by classification, and first ask them to make rectification within a time limit for those with pollution, and help them achieve the emission standard through rectification before production, and those with unqualified rectification will not be produced, and those with serious violation of the law will be shut down according to law.

Suggestions: especially in the chemical industry park, the chemical enterprises mainly focus on rectification, while the enterprises outside the chemical industry park mainly focus on relocation and adjustment. The enterprises with extensive low-end and no capital and technical force for rectification can only be forced to close down.

4、 It is to strengthen the normative guidance of environmental governance.

Environmental governance involves a wide range and is highly professional. Due to the lack of necessary consultation and guidance in the process of environmental governance, it is urgent to establish relevant professional consultation and guidance institutions to help small and medium-sized chemical enterprises carry out comprehensive business training, formulate overall guidance scheme for environmental governance, timely answer various environmental protection problems raised by various small and medium-sized enterprises, and widely participate in social professional institutions, Promote the reform and development of China's environmental protection governance system, improve the emission qualification rate of the industry as a whole, and finally meet the requirements of environmental protection, so as to realize the sustainable development of high-tech fine chemical industry.

Its industry is characterized by a variety of products, high added value, wide use, and high industrial relevance, which directly serves many industries of the national economy and various fields of high-tech industry.

At present, the refining rate of chemical industry in the United States, Western Europe, Japan and other developed countries remains at a high level, more than 60%. Due to the short time of industrial development and insufficient technology precipitation, the overall refining rate of China's fine chemical products is less than 50%, and some high-tech products are highly dependent on import.

During this year's two sessions, Wang Qinfeng, deputy to the National People's Congress from Shandong Province, put forward "suggestions on promoting continuous flow equipment and accelerating the green development of fine chemical industry". He believed that the overall technical level of China's fine chemical industry lags behind that of major western developed countries, so it is necessary to develop domestic high-end chemical equipment manufacturing industry, so as to achieve intrinsic safety, environmental protection, high efficiency and energy saving in R & D and production process .

Wang Qinfeng mentioned that the development of domestic fine chemical industry is facing many problems.

Firstly, the industrial structure is unreasonable, in which the separation or combination of professional equipment R & D and process R & D is not close, resulting in the lack of market support for equipment R & D, and the lack of equipment support for advanced synthesis process. Wang Qinfeng believes that backward equipment is one of the fundamental reasons for the overall backwardness of China's fine chemical industry. At present, the vast majority of China's fine chemical production adopts the kettle reactor for batch production, which brings serious post-treatment problems such as high pressure of safety production, low production efficiency, large pollutant emission and huge energy consumption. Due to the backwardness of equipment, the research and development of domestic fine chemical industry is also backward. Because the safety is not guaranteed, the environmental protection requirements are increasingly strict, and the reaction with high added value cannot be developed and tested, so it is impossible to carry out industrialization.

Therefore, Wang Qinfeng put forward five suggestions

First, encourage new and rebuilt fine chemical projects to give priority to continuous flow equipment, build intelligent and modular production skid, workshop and even factory, develop high-tech and high value-added new products, develop clean and efficient processes, that is, process chain of automatic continuous multi-step combination, and innovate integrated product chain and industrial chain.

In order to ensure the healthy development of emerging technology, to protect the public interest, and to avoid the use of bad products by users, the continuous flow fine chemical equipment needs to establish the market access system and implement the "one product one certificate" system, which is the same as the pressure vessel products. The relevant departments need to jointly set up the issuing authority and related process.

Fourth, encourage equipment enterprises with the largest number of customers to take the lead in participating in or formulating various advanced safety standards, and force high-risk chemical reaction enterprises to use intrinsically safe equipment to reduce potential safety hazards.

Fifth, it is necessary to formulate incentive measures to encourage the development of the industry. For the two types of enterprises and institutions that produce, develop and apply continuous flow fine chemical equipment, the fine chemical equipment development benchmark enterprises and continuous flow equipment application demonstration enterprises jointly recognized by the environmental protection department, safety emergency department, science and Technology Department, industry and information technology department and development and reform department will be provided with support from both the supplier and the user Reasonable tax reduction or policy support.

3、 Representative Liu Dehui: strengthen the standard construction of chemical industry park in the great protection of the Yangtze River

Many chemical enterprises are deployed in the Yangtze River economic belt, and the environmental problems caused by "chemical reclamation" have long plagued the Yangtze River Basin. In the national implementation of the Yangtze River protection strategy, many measures are being taken to protect the Yangtze River. With the concentration of these chemical enterprises to the chemical industry park, the overall planning, industrial layout, professional acceptance ability and standardized management, safety risk, environmental pollution and other issues of the chemical industry park are emerging.

Liu Dehui, deputy to the National People's Congress, member of the Standing Committee of the Party committee of China Chemical Engineering Group Co., Ltd., deputy general manager of China Chemical Engineering Co., Ltd., and chairman of China Chemical Engineering Fourth Construction Co., Ltd., pointed out that according to preliminary statistics, 620 chemical enterprises will be relocated in 11 provinces and cities along the Yangtze River, of which 360 will be relocated to chemical parks, accounting for 45% of the country. In actively promoting the relocation of chemical enterprises along the Yangtze River in the Yangtze River economic belt, how to make the enterprises move in, move smoothly and manage the park well? Liu Dehui suggested:

To clarify the provincial government's approval of chemical industry park, strictly formulate and implement the construction and access standards of chemical industry park, provide operational guidance and standardize the development of chemical industry park from industrial chain construction, circular economy, safety production, environmental protection, technological innovation, supporting facilities, daily supervision and other aspects.

3、 It is to improve the professional acceptance ability and professional management level of chemical industry park. Professional institutions with grade a qualification such as chemical engineering consulting, engineering supervision, engineering cost consulting and environmental impact assessment of construction projects provide technical services and consultation to local governments and park management committees in combination with relevant national chemical policies and specifications, so as to promote the professional management of the park and realize the integration of planning, construction and management of the park.

4、 Thirteen deputies to the National People's Congress suggested simplifying the examination and approval process for trans provincial transfer of hazardous wastes

Therefore, they put forward five suggestions

Fourth, we can try our best in some units and industries, classify the units that produce and deal with hazardous wastes, and simplify the examination and approval process and improve the efficiency of examination and approval by referring to the management method of "classified customs clearance" of the customs.

Fifthly, the environmental protection department should implement the transformation from supervision to service, and regularly carry out training for hazardous waste generation units and disposal units within its jurisdiction, so as to help enterprises jointly solve practical problems.
